Part of v3.5.0 (no version bump).

  • The panel is one category dropdown (emoji and description per option) plus a Create ticket button, instead of one button per category. Category descriptions still show in the embed.
  • Discord doesn't send a dropdown's value with a button click, so each member's pick is kept in memory for 15 minutes, per guild and member, capped at 10,000 entries. Pressing the button without a pick gets a private "Pick a category from the menu first". A bot restart only means picking again.
  • Panels posted before this keep working (their old per-category buttons are still handled) until they're reposted with /tickets panel or from the dashboard.
  • Every ticket embed is orange (#f97316): the panel, each ticket's first message and the log entry. Closed tickets no longer turn grey; their buttons are still disabled.
  • README and the /tickets category add description updated.

Tests: panel layout and the pick memory (latest pick wins, per guild, expiry, the cap), also with -race. Not tried against live Discord.

Use a dropdown and a Create ticket button on the ticket panel, in orange e10e1f7a86 
The panel is now one category dropdown and a Create ticket button
instead of a button per category. Discord doesn't send the dropdown's
value with a button click, so each member's pick is remembered in
memory for 15 minutes (per guild and member, capped). Panels posted
