Every module that can be switched on or off now starts off.

  • A server with no Twitch or ticket settings reads as off (it read as on)
  • Neither module has an enable command, so first-time setup turns it on: /tickets setup or /config settwitchnotificationchannel
  • Existing settings are left as they are
  • schema.sql mirrors the API's migration 000019
